“pay attention” is more common and idiomatic than “give attention” when the speaker means “be attentive.” However, we can “give” someone our attention as well as “pay” attention to someone. getting back to your question, “paying” doesn’t always imply money changing hands.

Example:

Teacher: Children please “pay attention” to our lesson. I will give test later.

“give attention” means that you are exerting effort in noticing someone or something

          Example:

          Ben: My dad does not give me much of his attention.

          Mom: You know your dad is very busy. Please understand.
